I was just wondering, what agency or institution conducts these tests?

This one is from NHTSA (US Government) to test for fuel tank leak in a 50 mph 70% offset rear end collision by a full-size pickup truck. The frontal small offset tests are conducted by IIHS, which is the Insurance Institute for Highway Safety. It’s a private American institution. There are similar tests conducted in Europe by Euro-NCAP.
